Service Description

This College of Block Management (CBM) course provides RMC and RTM directors with a clear and practical introduction to their responsibilities for compliance in residential buildings under 18 metres (non-higher risk buildings). (For Buildings over 18m – please see our courses dedicated to buildings over 18m). Many resident directors are unaware that, even where a managing agent is appointed, ultimate responsibility for building safety, risk management and statutory compliance remains with the company and its directors. This session is designed to provide clarity and confidence in understanding those obligations and delegating to agents. The course begins by setting out the core legal duties of directors, including their role in overseeing the compliance aspects of management of the building. It then moves into a structured overview of the key compliance areas that apply to residential blocks. Drawing on established best practice, the course explains the core risk management functions required in residential property, including the need for appropriate risk assessments, monitoring and ongoing review of building safety measures . This includes fire risk assessments, health and safety obligations, and wider compliance areas such as asbestos, water hygiene (legionella), electrical safety and contractor management. You will also learn how these responsibilities are typically delivered in practice through managing agents and contractors — and, crucially, how directors should maintain effective oversight. The course focuses on what directors need to ask for, what documentation they should expect to see, and how to ensure compliance is being properly managed.
