Meet the Founder

The College of Block Management was founded by Frederick Wallace, an experienced residential block manager with over a decade of experience managing some of London’s most complex and high-profile residential developments, including Chelsea Barracks, and the South Kensington Wellcome Trust Estate.

Frederick’s career has spanned Housing Associations such as Family Mosaic and L&Q as well as major managing agents, including Knight Frank, where he was responsible for the management of London blocks.

 

Over time, he became increasingly aware of a growing disconnect within the industry between residents and the complexity of decision-making over their blocks.

 

In response, Frederick founded a managing agent in 2022 with a different approach. That agency has since grown steadily, supported by a small and dedicated team and a network of trusted specialists across legal, accounting, and building consultancy disciplines.

 

Alongside his practical experience, Frederick has demonstrated a strong commitment to professional standards and technical knowledge. He achieved the highest mark nationally in the Member-level qualification for the industry’s leading professional body (The Property Institute: TPI) and continues to build on this expertise, including advanced qualifications in fire safety and compliance.

 

The College of Block Management was established as a natural extension of this experience. Having spent years advising resident directors informally, Frederick recognised a clear gap in the market: there is no dedicated, independent source of structured education for RTM and RMC directors.

 

CBM was setup to address that gap.

 

Its purpose is to provide clear, practical, and independent education to leaseholders and directors — helping them understand their responsibilities, make informed decisions, and oversee the management of their buildings with confidence.

 

Importantly, CBM operates independently of managing agents, landlords, and other commercial interests, with a sole focus on supporting those responsible for governance.

The long-term aim is to contribute to raising standards across the residential block management sector, improving transparency, and supporting the professionalisation of what should be recognised as a complex and important role.
